Eduardo Santos

Eduardo Santos has joined Allen F. Johnson & Associates as Director of South American Markets. Mr. Santos brings nearly 30 years of research, government and private sector experience to AFJ including in the areas of agriculture and food trade and marketing, food aid programs, and trade negotiations with countries in North America, Latin America, the Caribbean, Africa and Europe. Mr. Santos’s diverse international experience provides a valuable perspective that will assist AFJ clients in addressing market access, SPS, bio-terrorism, food safety, and other technical issues and in expanding market opportunities through research, marketing and promotion programs.

Before joining Allen F. Johnson & Associates, Mr. Santos served as Agricultural Counselor to the Embassy of Chile in the United States, a position he held from 1995 to 2000 and from 2002 to 2009. During this period, Mr. Santos was also the Agricultural Counselor for the Chilean Embassy in Canada. In these roles Mr. Santos travelled extensively throughout the US and Canada promoting the Chilean agriculture and food industries, participated in numerous agricultural and food trade fairs and commercial events, maintained close contact with government officials and representatives of North American trade associations, and represented Chilean interests in agricultural and food trade issues in North America. During the U.S. - Chile Free Trade Agreement Agreement negotiations (2002 – 2003), he was also the Chilean Coordinator of the Special Group on Sanitary and Phytosanitary (SPS) Issues. In 2000 to 2001 he served as Director of International Affairs and Lead Agricultural Trade Negotiator at the Ministry of Agriculture of Chile, participating actively in early stages of the Doha negotiations, Cairns Group activities and the agricultural negotiations with the European Union and the United States. Prior to his duties in the United States Mr. Santos also served as the Agriculture Counselor in the Chilean Mission to the European Union.

Prior to working for the Chilean Government, Mr. Santos did research on agricultural trade and commodity issues and taught for more than 16 years at the Centre for Development Studies (CDS) of the University of Wales, U.K. He was Director of the Masters Degree program on “Food Policy and Commodity Trade” at the University of Wales. Mr. Santos specialized in commodity trade and agriculture, and international trade negotiations. During this time, Mr. Santos was also a consultant for the Food and Agriculture Organization of the United Nations (FAO) and UNCTAD, working throughout Latin America, the Caribbean, and Africa on agricultural and food issues. He also lived in Argentina and worked extensively on agricultural and food issues in collaboration with various Argentine organizations.

Eduardo A. Santos was born in Santiago, Chile and is a graduate of the Catholic University of Chile. He also holds a Postgraduate Diploma from the Catholic University and a Master Degree in Regional Planning from the University of California, at Berkeley. In 1985, Mr. Santos received a PhD from the University of Sussex, England where his work focused on international economics, trade and agriculture. Eduardo has published extensively on various issues related to international trade and agriculture. His PhD Thesis is entitled “Transforming World Agriculture in the 1970s: the case of the United States”.
